Is web scraping legal in Türkiye?

Generally yes for public data, with three real conditions to check first.

What actually determines legality?

Three factors, in order of how often they actually matter: (1) whether the target site’s terms of service explicitly prohibit automated access, (2) whether the collected data includes personal information, which brings KVKK (Türkiye) and GDPR (EU) into play regardless of the site’s own terms, and (3) how the requests are made — a scraper that overloads a server can create a separate liability even where the data itself is fair game.

What is generally safe to collect?

Publicly visible, non-personal data collected at a reasonable rate: prices, product listings, publicly posted market data. Anything involving personal profiles, private messages, or data behind a login that requires bypassing access controls is a different, higher-risk category — and something I flag before quoting rather than after building.
